 Why the Downtown Community Plan is a Crisis in Planning

Funding the Downtown Park Land

The city's financing plan is flawed:

  • The Centre City Public Facilities Financing Plan budgets a cost of $20.2 million per acre of park land
  • The residential park shortfall:
    172.62 acres @ $20.2 million = $3.487 billion

  • The worker and visitor park shortfall:
    248.9 acres @ $20.2 million = $5.028 billion

  • The total downtown park shortfall:
    $8.5 billion
